111. Who is responsible for the preparation of muster lists and signing of same?
The Master holds the legal responsibility for preparing and signing muster lists, as mandated by SOLAS and U.S. regulations due to their overall command of the vessel. While other officers may assist in drafting the list and the Coast Guard or vessel owner may inspect or audit it, the ultimate responsibility and approval rests with the Master.
