184. BOTH INTERNATIONAL & INLAND You are approaching another vessel and are not sure whether danger of collision exists. What must you assume?
If unsure whether a risk of collision exists, assume a risk of collision does exist. Navigation Rules Rule 7 mandates this assessment, requiring all available means to determine risk and stipulating that doubt constitutes a risk. This responsibility is solely yours and does not imply the other vessel's state of mind or your give-way status.
